A 2nd Texas Health Presbyterian Hospital worker, who cared for the 1st Ebola patient diagnosed in the United States, has tested positive for the disease, Texas health officials announced Wednesday morning [15 Oct 2014]. "The health-care worker reported a fever Tue [14 Oct 2014]and was immediately isolated at the hospital," a statement from the Texas Department of State Health Services said. Dallas County Judge Clay Jenkins said at a news conference that the female worker was isolated within 90 minutes of taking an elevated temperature reading. Health-care worker with Ebola flew on commercial flight a day before being diagnosed

The second health-care worker diagnosed with Ebola had a fever of 99.5 degrees Fahrenheit [37.5 C] before boarding a passenger jet on Mon [13 Oct 2014], a day before she reported symptoms of the virus and was tested, according to public health officials. Even though there appeared to be little risk for the other people on that flight, she should not have traveled that way, Thomas Frieden, director of the Centers for Disease Control and Prevention, said during a news conference Wednesday. "She should not have flown on a commercial airline," Frieden said.
This health-care worker flew on a Frontier Airlines flight from Cleveland to Dallas-Fort Worth with more than 130 other passengers. She did not have nausea or vomit on the plane, so the risk to anyone around her is "extremely low," Frieden said. The health-care worker was not named by public health officials... She was part of a team that had cared for Thomas Eric Duncan, a Liberian man who flew to Texas and was diagnosed with Ebola last month [September 2014], during his hospitalization in Dallas. Duncan died last week. [A] nurse who also cared for Duncan, was diagnosed with Ebola on Sun [12 Oct 2014] and was in good condition Wed [15 Oct 2014], the hospital said.
[This 2nd nurse], who flew from Dallas to Cleveland on Fri [10 Oct 2014], flew back to Texas on Mon [13 Oct 2014][, a day after [the 1st nurse] was diagnosed. She reported a fever on Tue [14 Oct 2014] and was isolated and tested for Ebola. Still, the fact that she boarded a commercial flight raises the question of how much the other 50 health-care workers who entered Duncan's room could have traveled or moved around in recent days. The CDC recommends controlled movement on private flights or vehicles for people who may have been exposed to Ebola, Frieden said.

However, a top federal health official said Wed [15 Oct 2014] that Vinson should not have flown on a commercial plane. The event could raise concerns among travelers that health officials aren't doing everything possible to contain the virus. News that [she] flew on a commercial flight raised fear among airline investors that the scare over the virus could cause travelers to avoid flying. Shares of the biggest U.S. airlines tumbled between 4 percent and 6 percent in afternoon trading. The overall market slumped on concerns about slowing global economic growth.
Frontier Airlines announced that public-health officials were notifying the 132 passengers on Monday night's [13 Oct 2014] Flight 1143 from Cleveland to Dallas-Fort Worth. The airline's crew reports that the woman showed no symptoms during the flight. Robert Mann, an aviation consultant and former American Airlines executive, said that if the 2nd worker showed no symptoms on her Frontier flight, the decision to notify other passengers was made out of extra caution. Ebola-Infizierte flog in US-Linienmaschine132 Flugreisende in den USA dringend gesucht! [...] Die zweite in den USA mit Ebola angesteckte Krankenschwester hat einen Tag vor Ausbruch der Krankheit eine Flugreise unternommen. Die Frau sei am Montag von Cleveland im US-Bundesstaat Ohio nach Dallas in Texas geflogen, teilte die Gesundheitsbehörde CDC mit. Die Fluggesellschaft Frontier Airlines werde zu den anderen 132 Passagieren Kontakt aufnehmen, die mit an Bord der Maschine gewesen seien. Die Krankenschwester habe nach Angaben der Flugbegleiter während des Fluges keine Symptome gezeigt, erklärte die CDC weiter. Am Dienstag waren bei der Krankenschwester Amber Vinson dann erste Anzeichen für eine Ebola-Infektion aufgetreten.

There has been a fabricated news report that a diplomat with Ebola [virus disease] has been admitted to Saint Yared General Hospital in Addis Ababa, Ethiopia. I am the medical director of this hospital and I can assure you that the information is false and we have never had any patient with Ebola. I am actually disgusted by the people who fabricated this false information.

She will be transferred to a National Institutes of Health clinical center in Bethesda [Maryland], officials and the NIH said Thursday [16 Oct 2014]. The nurse's transfer to the facility, one of 4 in the United States with a special biocontainment unit, will occur Thursday evening [16 Oct 2014], according to Anthony Fauci, director of NIH's National Institute of Allergy and Infectious Diseases, who was testifying at a Capitol Hill hearing Thursday afternoon. He said she would receive "state of the art care" there. Fauci said that he has been told that she is "stable" and "doing reasonably well," but added that he hasn't seen her himself yet. She returned to Dallas on Monday [13 Oct 2014]. She called health officials before her flight on Monday, reporting a minor fever. But the Center for Disease Control and Prevention told her it was okay to get on the plane. Because she may have been sick earlier than officials believed, the CDC is expanding their investigation to people the 29-year-old nurse may have come into contact with over the weekend. Included are passengers who were on her flight to Cleveland, Fox 8 Cleveland reported.
Frontier has reached out to passengers on 5 flights that used the same airplane [the nurse] flew on, the Denver Post reported. Anyone who flew with her is encouraged to call 1-800-CDC-INFO. A CDC spokesperson told the Wall Street Journal on Thursday [16 Oct 2014] that it was possible that passengers on [the nurse's] Friday [10 Oct 2014] flight may have contracted the virus. Earlier this week, CDC Director Tom Frieden said that because her fever was low on Monday, it is unlikely that she was contagious. Still, he said it was mistake for her to fly.
7 people have placed themselves under self-quarantine in Northeast Ohio after coming into contact with [the nurse] during her trip to Ohio. According to Fox News 8, people who were at the Coming Attractions bridal shop in Akron [Ohio] on 11 Oct 2014 from 12 to 3:30 p.m. have been asked to call the health department. Some schools in Texas and Ohio have also canceled classes because students or staff flew on the same airplane as [the nurse].

Frontier Airlines is now notifying 800 passengers about potential Ebola exposure tied to the case of nurse AV, according to CNN. Wed [15 Oct 2014], Frontier initially issued passenger notifications to 132 travelers on board AV's return flight to Dallas from Cleveland on Mon [13 Oct 2014]. This expanded notification by Frontier encompasses passengers on both of AV's flights between Dallas and Cleveland along with 5 other flights with the same plane. Health officials say AV, 29, could have been symptomatic with Ebola as early as Friday, 10 Oct 2014, while she was visiting family in Tallmadge to plan her wedding. Despite these additional precautionary notifications by the airline, health officials say passengers stand a low risk of being infected. AV is currently being treated in Atlanta.

This shows a complete misunderstanding of the mechanics of transmission -- unless health authorities now believe (without any evidence) that asymptomatic (symptomless) contacts who are not coughing or sneezing can spread the virus. The viral load is so low in asymptomatic cases that it is only likely to spread on skin or mucous membrane contact -- and then to immunize rather than sicken. Mexico fails to grant access to cruise ship carrying Texas health worker

The cruise ship carrying a Texas health-care worker who "may have" handled lab specimens from Dallas Ebola victim Thomas Eric Duncan is headed back to the United States after Mexican authorities failed to grant permission for the ship to dock off the coast of Cozumel, according to a Carnival spokeswoman.
The Carnival Magic had been waiting off the Mexican coast since Fri 17 Oct 2014] morning for its scheduled port visit. Mexican authorities still hadn't given clearance by noon, so the ship continued to its home port of Galveston, Texas, where it was due back on Sun [19 Oct 2013], according to Carnival.
The health worker, a lab supervisor who has not been named, has shown no symptoms of the disease but remains on board and in voluntary isolation, according to Carnival. "We greatly regret that this situation, which was completely beyond our control, precluded the ship from making its scheduled visit to Cozumel and the resulting disappointment it has caused our guests," read a statement from Carnival.
The Texas Health Presbyterian Hospital employee and a partner boarded the ship 12 Oct 2014 in Galveston before the Centers for Disease Control and Prevention updated the requirement for active monitoring, the U.S. State Department said in a statement. Although the worker is healthy, the U.S. government had said it was working with the cruise line to get the ship back to America "out of an abundance of caution."
The employee did not come into direct contact with Duncan, the 1st Ebola patient diagnosed in the United States. However, she may have been exposed to his clinical specimens, the State Department said.

Kenya on 10 Oct [2014] announced that it had closed the Suam border crossing (Trans-Nzoia county) with Uganda due to reports of an Ebola-related death in Bukwo district (Uganda). Earlier, the Kenyan authorities on 19 Aug [2014] suspended entry of passengers travelling from and through Guinea, Liberia and Sierra Leone, excluding health professionals supporting efforts to contain the outbreak and Kenyan citizens.
Cape Verde on 9 Oct [2014] announced that it would now deny entry to non-resident foreigners coming from countries with 'intense Ebola transmission' -- Sierra Leone, Guinea and Liberia -- or who have been to those countries in the previous 30 days.
Mauritius on 8 Oct [2014] banned entry to all travellers who have visited Nigeria, Sierra Leone, Guinea, Liberia, Senegal and Congo (DRC) in the last 2 months, rather than just citizens of those countries, as was the case previously. The authorities have announced that entry restrictions for travellers from Senegal and Nigeria will be lifted on 10 Oct & 17 Oct [2014] respectively, if no further cases of Ebola infection are reported [from them].
Seychelles on 8 Oct [2014] suspended entry to travellers who have visited Sierra Leone, Liberia, Guinea-Bissau, Guinea, Nigeria or Congo (DRC) 28 days prior to their journey, with the exception of Seychellois citizens.
Cote d'Ivoire has reopened in early October [2014] its borders with Guinea, Sierra Leone and Liberia.
Equatorial Guinea is denying entry to travellers whose journeys originated in countries affected by Ebola.
Cameroon on 17 Sep [2014] reopened its borders to travellers from Senegal. An 18 Aug [2014] ban remains in place on travel from Nigeria, Guinea, Liberia and Sierra Leone.
Southern African Development Community (SADC) member states -- Angola, Botswana, Democratic Republic of Congo (DRC), Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Seychelles, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe -- have stated that travellers coming from Ebola-affected countries (according to the World Health Organisation, WHO) would be monitored for 21 days and that travel to member countries for any gatherings would be discouraged. The SADC provided no details as to how member countries will carry out the associated screening and follow-up and it is likely that countries will have individual processes. There are also reports that some countries require health documentation for entry. Travellers are advised to contact the embassy or health ministry of their destination country to clarify their individual circumstances and prepare their trips accordingly.
South Sudan has placed a ban on travellers coming from Guinea, Sierra Leone, Liberia or Congo (DRC), or those who have travelled to those countries in the preceding 21 days. According to the health ministry, entry of travellers from Nigeria depends on their travel history in that country and whether they have visited Ebola-affected areas.
Namibia's foreign ministry on 11 Sep [2014] announced that foreigners travelling from countries affected by Ebola would be prohibited from entering the country.
Gambia on 1 Sep [2014] suspended entry of persons who have visited Guinea, Liberia, Sierra Leone or Nigeria in the 21 days prior to travel. Those travelling indirectly from any of the aforementioned countries to Gambia via another country also come under this measure.
Cote d'Ivoire announced on 23 Aug [2014] that it had closed its land borders with Guinea and Liberia.
Gabon stated on 22 Aug [2014] that it was restricting the issuance of entry visas to travellers from Guinea, Liberia, Sierra Leone and Nigeria on a case-by-case basis.
Rwanda, according to the US Department of State on 22 Aug [2014], has banned entry to travellers who have visited Guinea, Liberia or Sierra Leone in the 22 days prior to travel.
Senegal on 21 Aug [2014] closed its land border with Guinea, while the country's sea and air borders will also be closed to vessels and aircraft from Guinea, Liberia and Sierra Leone.
Chad on 21 Aug [2014] closed its land border with Nigeria at Lake Chad. The country previously reportedly banned the entry of any travellers originating or transiting through Guinea, Liberia, Nigeria or Sierra Leone, with airlines serving the country reportedly rerouting flights.
South Africa on 21 Aug [2014] restricted entry for all non-citizens travelling from Guinea, Liberia and Sierra Leone. The government subsequently clarified that this was not a blanket ban and could be waived for 'absolutely essential travel'.

Members should allow additional time to pass through medical screening and not travel if they are sick. Staff should continue to monitor local media and this website for developments.
[Land and sea border "closures" in Africa -- and elsewhere in the world are likely to be ineffective. Smugglers have always been able to largely circumvent them -- I'm willing to bet even the 3 hermit kingdoms (q.v.) also have smuggling routes -- including international colleagues resident in Switzerland bringing in cases of fine wine bought for less across the border in France. Every so often, one was caught and fined.... Seychelles on 8 Oct [2014] suspended entry to travellers who have visited Sierra Leone, Liberia, Guinea-Bissau, Guinea, Nigeria or Congo (DRC) 28 days prior to their journey, with the exception of Seychellois citizens.
Cote d'Ivoire has reopened in early October [2014] its borders with Guinea, Sierra Leone and Liberia.
Equatorial Guinea is denying entry to travellers whose journeys originated in countries affected by Ebola.
Cameroon on 17 Sep [2014] reopened its borders to travellers from Senegal. An 18 Aug [2014] ban remains in place on travel from Nigeria, Guinea, Liberia and Sierra Leone.
Southern African Development Community (SADC) member states -- Angola, Botswana, Democratic Republic of Congo (DRC), Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Seychelles, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe -- have stated that travellers coming from Ebola-affected countries (according to the World Health Organisation, WHO) would be monitored for 21 days and that travel to member countries for any gatherings would be discouraged. The SADC provided no details as to how member countries will carry out the associated screening and follow-up and it is likely that countries will have individual processes. There are also reports that some countries require health documentation for entry. Travellers are advised to contact the embassy or health ministry of their destination country to clarify their individual circumstances and prepare their trips accordingly.
South Sudan has placed a ban on travellers coming from Guinea, Sierra Leone, Liberia or Congo (DRC), or those who have travelled to those countries in the preceding 21 days. According to the health ministry, entry of travellers from Nigeria depends on their travel history in that country and whether they have visited Ebola-affected areas.
Namibia's foreign ministry on 11 Sep [2014] announced that foreigners travelling from countries affected by Ebola would be prohibited from entering the country.
Gambia on 1 Sep [2014] suspended entry of persons who have visited Guinea, Liberia, Sierra Leone or Nigeria in the 21 days prior to travel. Those travelling indirectly from any of the aforementioned countries to Gambia via another country also come under this measure.
Cote d'Ivoire announced on 23 Aug [2014] that it had closed its land borders with Guinea and Liberia.
Gabon stated on 22 Aug [2014] that it was restricting the issuance of entry visas to travellers from Guinea, Liberia, Sierra Leone and Nigeria on a case-by-case basis.
Rwanda, according to the US Department of State on 22 Aug [2014], has banned entry to travellers who have visited Guinea, Liberia or Sierra Leone in the 22 days prior to travel.
Senegal on 21 Aug [2014] closed its land border with Guinea, while the country's sea and air borders will also be closed to vessels and aircraft from Guinea, Liberia and Sierra Leone.
Chad on 21 Aug [2014] closed its land border with Nigeria at Lake Chad. The country previously reportedly banned the entry of any travellers originating or transiting through Guinea, Liberia, Nigeria or Sierra Leone, with airlines serving the country reportedly rerouting flights.
South Africa on 21 Aug [2014] restricted entry for all non-citizens travelling from Guinea, Liberia and Sierra Leone. The government subsequently clarified that this was not a blanket ban and could be waived for 'absolutely essential travel'.

Senegal Airlines has suspended flights to and from Conakry (Guinea) until further notice.

Medical screening

Entry and exit health screening is now in place in numerous countries throughout West Africa and is being introduced in Europe and North America countries as well; related measures can include the partial closure of land borders, ports and river crossings in an effort to restrict cross-border travel. Members should allow additional time to pass through medical screening and not travel if they are sick. Staff should continue to monitor local media and this website for developments.
[Land and sea border "closures" in Africa -- and elsewhere in the world are likely to be ineffective. Smugglers have always been able to largely circumvent them -- I'm willing to bet even the 3 hermit kingdoms (q.v.) also have smuggling routes -- including international colleagues resident in Switzerland bringing in cases of fine wine bought for less across the border in France. Every so often, one was caught and fined.... The U.S. government is working to get her and her husband back home. Texas health officials have ordered any person who entered the room of the 1st Ebola patient at a Dallas hospital not to travel by public transport, including planes ship, buses or trains, or visit groceries, restaurants or theaters for 21 days, until the danger of developing Ebola has passed.

In Tunesien hat es in Enfidha am Flughafen einen Verdachtsfall mit anschließender Panik gegeben.
Es passt zwar nicht ganz zu "Ebola ex Afrika ", aber der Betroffene - ein aus Italien wegen illegaler einreise abgeschobener Tunesier - kam ja aus "Ex Afrika".
Der Bluttest wird in den nächsten Tagen Gewissheit bringen.
Hätte der Mann sich die Infektion in Italien geholt würde sich auch dort noch etwas tun.
Ich vermute aber, dass der Verdacht eher daran liegt, dass vielen Leuten an den internationalen Flughäfen zu Recht die Nerven blank liegen.

Heute einem Kollegen in der S-Bahn passiert. Ein Afrikaner übergibt sich in der Bahn. Vieleicht hat er das Geschaukle einfach nicht vertragen. Einer meinte, es könnte sich um Ebola handeln. Das war vermutlich die falsche Meldung. Die Strecke wurde still gelegt und die Ärzteschaft rückte an. Die Menschen werden ganz schön sensibel.

Aus Libyen gibt es ebenfalls die (unbestätigte) Meldung, dass man einen infizierten illegalen Ghanaer im Osten des Landes habe. Selbst wenn sich deiser Fall nicht bestätigen sollte - das Leben derjenigen, die nicht nur dank der Sonne eine dunklere Haut haben wird wohl noch etwas schwieriger werden...

How Would India Handle an Ebola Outbreak?

Fri 17 Oct 2014: (WSJ) On Thu [16 Oct 2014], India's Health Ministry said it would start conducting mock drills simulating treatment for a potentially infected patient, after a meeting with state health officials to assess the country's preparedness...
The country's huge and densely-packed population, often rudimentary public healthcare system, and lack of adequate sanitation each pose challenges to the containment of a disease like Ebola, health experts say. Combined, they could make it uncontrollable.
"An outbreak in Europe or North America would quickly be brought under control. I am more worried about the many people from India who work in trade or industry in West Africa," virologist Peter Piot, the man who helped identify the Ebola virus in 1976, was quoted as saying by German news magazine Der Spiegel in an interview published in September 2014.
Around 4700 Indians live in Guinea, Liberia and Sierra Leone. Another 40 000 live in Nigeria, where 8 people have died after 20 cases of Ebola were detected.
"It would only take one of them to become infected, travel to India to visit relatives during the virus' incubation period and then, once he becomes sick, go to a public hospital there," Dr. Piot, who is director of the London School of Hygiene and Tropical Medicine, was quoted as saying in the interview. "Doctors and nurses in India, too, often don't wear protective gloves. They would immediately become infected and spread the virus."
Large cities with over-populated slums like those in India make it "virtually impossible to find those who had contact with patients, no matter how great the effort," Dr. Piot said, according to the magazine...
India's Health Ministry said Thursday [16 Oct 2014] that 3 days of training for healthcare teachers would take place in Delhi starting Sun [19 Oct 2014], including how to put on and remove protective wear safely, how to contact trace and how to collect and transport blood samples without spreading infection...
That's why in Nigeria's largest city Lagos, where the majority of the country's 20 cases were discovered, authorities urged people not to urinate or defecate in drains, dump sites and open spaces. The move is perhaps one reason why Nigeria has successfully contained the epidemic, with no new cases since 8 Sep 2014. In India, around 600 million people defecate in the open; a lack of toilets and, in some parts, a cultural preference for going outdoors would make it almost impossible for similar public health advice to have the same effect...

Sun 19 Oct 2014: (AP) Revised guidance for health care workers treating Ebola patients will include using protective gear "with no skin showing," a top federal health official said Sun [19 Oct 2014].
Dr. Anthony Fauci, head of the National Institute of Allergy and Infectious Diseases, said those caring for an Ebola patient in Dallas were left vulnerable because some of their skin was exposed.
The Centers for Disease Control and Prevention is working on revisions to safety protocols.

A Texas healthcare worker who had handled a blood sample of TD, the Liberian man who died from Ebola in the US earlier this month [October 2014], has been quarantined in her room aboard the Carnival Magic cruise ship. The unnamed woman, who is a lab supervisor at Texas Health Presbyterian, is deemed by the CDC to be "low risk" and has yet to exhibit symptoms. She is also approaching the end of her 21-day maximum incubation window, after which it can be confirmed that she did not contract Ebola.
Update: Upon examination at Galveston County Health Authority, the quarantined passenger is confirmed not to have Ebola.

There are rumors that the 1st Ebola patient [in China] was found at the China Import and Export Fair [Canton Fair, in Guangzhou] and sent to Provincial No. 2 People's Hospital for treatment. The Provincial Health and Family Planning Commission says that there are no Ebola cases in the province at this time. The facts are that yesterday [17 Oct 2014], Pazhou Trade Complex took a monitored subject to Provincial No. 2 People's Hospital. This monitoring subject is of Nigerian nationality. Blood samples were sent to the Guandong Province CDC's P3 [biosafety level 3] laboratory for testing and found negative for Ebola, ruling out infection with ebolavirus.

The country's huge and densely-packed population, often rudimentary public healthcare system, and lack of adequate sanitation each pose challenges to the containment of a disease like Ebola, health experts say. Combined, they could make it uncontrollable.
"An outbreak in Europe or North America would quickly be brought under control. I am more worried about the many people from India who work in trade or industry in West Africa," virologist Peter Piot, the man who helped identify the Ebola virus in 1976, was quoted as saying by German news magazine Der Spiegel in an interview published in September 2014.
Around 4700 Indians live in Guinea, Liberia and Sierra Leone. Another 40 000 live in Nigeria, where 8 people have died after 20 cases of Ebola were detected.
"It would only take one of them to become infected, travel to India to visit relatives during the virus' incubation period and then, once he becomes sick, go to a public hospital there," Dr. Piot, who is director of the London School of Hygiene and Tropical Medicine, was quoted as saying in the interview. "Doctors and nurses in India, too, often don't wear protective gloves. They would immediately become infected and spread the virus."
Large cities with over-populated slums like those in India make it "virtually impossible to find those who had contact with patients, no matter how great the effort," Dr. Piot said, according to the magazine...
India's Health Ministry said Thursday [16 Oct 2014] that 3 days of training for healthcare teachers would take place in Delhi starting Sun [19 Oct 2014], including how to put on and remove protective wear safely, how to contact trace and how to collect and transport blood samples without spreading infection...
That's why in Nigeria's largest city Lagos, where the majority of the country's 20 cases were discovered, authorities urged people not to urinate or defecate in drains, dump sites and open spaces. The move is perhaps one reason why Nigeria has successfully contained the epidemic, with no new cases since 8 Sep 2014. In India, around 600 million people defecate in the open; a lack of toilets and, in some parts, a cultural preference for going outdoors would make it almost impossible for similar public health advice to have the same effect...

Even if only at a low level, received wisdom from other virus infections suggests that they should be adequate for a few months to prevent a fatal infection. Sun 19 Oct 2014: (AP) Revised guidance for health care workers treating Ebola patients will include using protective gear "with no skin showing," a top federal health official said Sun [19 Oct 2014].
Dr. Anthony Fauci, head of the National Institute of Allergy and Infectious Diseases, said those caring for an Ebola patient in Dallas were left vulnerable because some of their skin was exposed.
The Centers for Disease Control and Prevention is working on revisions to safety protocols.

A Texas healthcare worker who had handled a blood sample of TD, the Liberian man who died from Ebola in the US earlier this month [October 2014], has been quarantined in her room aboard the Carnival Magic cruise ship. The unnamed woman, who is a lab supervisor at Texas Health Presbyterian, is deemed by the CDC to be "low risk" and has yet to exhibit symptoms. She is also approaching the end of her 21-day maximum incubation window, after which it can be confirmed that she did not contract Ebola.
Update: Upon examination at Galveston County Health Authority, the quarantined passenger is confirmed not to have Ebola.

There are rumors that the 1st Ebola patient [in China] was found at the China Import and Export Fair [Canton Fair, in Guangzhou] and sent to Provincial No. 2 People's Hospital for treatment. The Provincial Health and Family Planning Commission says that there are no Ebola cases in the province at this time. The facts are that yesterday [17 Oct 2014], Pazhou Trade Complex took a monitored subject to Provincial No. 2 People's Hospital. This monitoring subject is of Nigerian nationality. Blood samples were sent to the Guandong Province CDC's P3 [biosafety level 3] laboratory for testing and found negative for Ebola, ruling out infection with ebolavirus.

At least one chapter of the Ebola saga neared a close Sun [19 Oct 2014], as most of the dozens of people who had direct or indirect contact here with D, the Liberian man who died of Ebola, were told by officials that they were no longer at risk of contracting the disease.
D's fiance, who nursed him in their cramped apartment while he suffered from diarrhea and who was put under state-ordered quarantine, was set to be declared Ebola-free by officials at the end of Sunday [19 Oct 2014]. So, too, were the paramedics who drove [the patient] to a hospital and health care workers who drew or processed his blood. And a mandatory quarantine was lifted for a homeless man who later rode in the same ambulance as D before it was disinfected.
The 21-day monitoring period ended on Sunday and Mon [19-20 Oct 2014] for nearly all the roughly 50 people. It concludes as federal health officials are tightening the guidelines for the protective gear worn by health care workers treating Ebola patients.

The unidentified Ebola patient who has been treated in Atlanta since early September [2014] has been released. Emory University Hospital officials said on Mon [20 Oct 2014] that the man was released on Sun [19 Oct 2014], after he was determined to be free of the virus and no threat to the public. The man is a doctor who had been working in an Ebola treatment center in Sierra Leone when he tested positive for the disease. He was taken to Emory on 9 Sep [2014]. The hospital never identified the man, in keeping with his family's wishes for privacy.
Emory is one of 4 US hospitals with specialized treatment units for people with dangerous infectious diseases.

The military is establishing a 30-person expeditionary medical support team to assist medical professionals in the US in treating Ebola cases, the Pentagon said on Sun [19 Oct 2014]. Pentagon press secretary Rear Admiral John Kirby said defense secretary Chuck Hagel had instructed the chief of US Northern Command to prepare and train the team of "20 critical care nurses, 5 doctors trained in infectious disease, and 5 trainers in infectious disease protocols." Starting within the next week or so, the team will receive as many as 7 days of specialized training at Fort Sam Houston, Texas, Kirby added. Then, they'll be prepared to deploy to locations in the United States, but they won't be sent overseas, he said.

- Schools and churches were closed.
- Federal offices went to staggered schedules to alleviate commuter crowding.
- People were told to avoid crowds altogether.
- Streetcar operators in Washington were urged to keep windows open, regardless of the weather.
- Funeral rites, often held at home, could be crowded and therefore dangerous, and those who were not close family members of the dead were advised to stay away.
- More than 50 people were dying daily, and coffins and gravediggers were in short supply, and the Army assigned soldiers to dig graves.

Health minister Rona Ambrose says no more Canadian health workers will be going to West Africa to help in the fight against Ebola until "medical evacuation is guaranteed". She said the countries most affected by Ebola don't have the necessary equipment to deal with an influx of health care workers who could become infected with the virus. Canada has an agreement with a US charter, but other countries have similar arrangements with the same company. "It's one thing to have an arrangement, but if there was more than a few people sick, a number of countries would be in a very difficult position," Ambrose said on Monday [20 Oct 2014]...
Meanwhile, drills held on the weekend to ensure medical experts can quickly respond to a 1st Ebola case in Canada have been declared a success. On Sunday [19 Oct 2014] in Halifax, members of the Ebola rapid response team from Ottawa practised how they would help local and provincial health officials. A smaller drill in Ottawa on Friday [17 Oct 2014] looked at how quickly the team could get together with the proper gear and equipment in one of 4 designated aircraft. Gregory Taylor, the chief public health officer of Canada, announced on Monday that organizers were "delighted and said (the Halifax trial) went extremely well. We have other provinces put up their hands to say that we would like to try this as well," he said. As part of the response, vials of Canada's experimental Ebola vaccine go to the affected hospital as an added precaution. China working to prevent Ebola at home, providing aid to Africa

It remains to be seen how China's health care system and tightly scripted state media, will respond if and when the country registers an Ebola case within its borders. Last week [12-18 Oct 2014], a Nigerian man with Ebola symptoms was quarantined after flying to the Chinese city Ningbo, following a stopover in Taiwan. The man's temperature later returned to normal and authorities determined he was not carrying the disease. But that information was relayed to the public [not by Beijing but] by health officials in neighboring Taiwan, who said they had spoken to their counterparts in China.
China has not yet confirmed any cases of Ebola within its borders, but the country is taking steps to help fight the disease in West Africa, and prevent it from entering its borders. Beijing invested heavily in Africa over the last decade, and Chinese state media estimate there are more than 20 000 Chinese citizens living in the 3 countries worst hit by Ebola: Sierra Leone, Liberia and Guinea. State media also estimate that the country's southern Guangdong province is home to hundreds of thousands of Africans, with some 40 000 visitors arriving from Africa every month.
"With international travel and the high number of cases that there currently are in West Africa, and we've seen in the last few weeks the cases reported in the US and Spain, I wouldn't say it's a matter of time, but there is the need to remain vigilant," said Martin Taylor, who leads the World Health Organization's work in preventing Ebola from spreading to China.
He said China increased screening at all ports of entry and provided guidance for health care workers throughout the country on monitoring Ebola. "I am asking where are the Chinese billionaires and their potential impact?" said Brett Rierson, the World Food Program's representative in China. "Because this is the time that they could really have such a huge impact. I think you can ask the same thing of the corporate sector, being the largest investors in West Africa right now, this would be the time that the corporates could really step up and have a massive impact, a life-saving impact."

French researchers develop quick Ebola diagnosis device

The new tool, developed by France's Atomic Energy Commission, could allow doctors to diagnose a patient with suspected Ebola in under 15 minutes.
France's Atomic Energy Commission said that the device, which has undergone trials at a high-security institute for validating the technique and prototype, would be available in Ebola-hit countries by the end of October [2014] for a clinical trial. It further added that the tool, not yet approved by regulators, works by monoclonal antibodies reacting to the presence of virus in a tiny sample, which can be a drop of blood, plasma or urine.
French pharmaceutical company Vedalab is turning the process into a user-friendly kit called Ebola eZYSCREEN. Similar to a DIY pregnancy test, a positive result sees a small stripe showing up in a results window on the hand-held device. The kit is simple to use in the field without any additional equipment, said the CEA, which also does non-nuclear research with a possible military or security application. "Current tests, which are based on genetic detection of the virus, are highly sensitive but need special equipment, take between 2 and a quarter and 2 and a half hours and can only be carried out in a lab," the commission explained...
Other pharmaceutical teams are also working on fast diagnostic tools for Ebola. They include Primerdesign, a spinoff company of Britain's University of Southampton, and Corgenix Medical Corp of the United States. The test is for the so-called Zaire ebolavirus, the strain now circulating in West Africa.

Screening for Ebola has begun at Gatwick airport as of Tuesday [21 Oct 2014], Public Health England (PHE) has announced. It will start in the north terminal, followed by the south terminal from Wednesday [22 Oct 2014], then the St Pancras Eurostar train station later in the week. "This expands the screening initiated at Heathrow last week, which is going well," a PHE spokesman said. "Manchester and Birmingham airports will follow in the coming weeks." The screening is taking place for passengers identified by Border Force officers as having travelled from Sierra Leone, Guinea and Liberia.
Passengers have their temperature taken and complete a questionnaire asking about their current health, recent travel history and whether they might be at potential risk through contact with Ebola patients. Based on the information provided and their temperature, passengers will
- either be given advice and allowed to continue their journey
- or undergo a clinical assessment by PHE staff and if necessary be transferred to hospital for further tests.
"Screening is being undertaken to help ensure individuals arriving from high-risk areas know what to do if they start feeling ill, and can receive expert advice immediately," said the PHE spokesman. "We are also providing all general practices, emergency departments, and pharmacies in England with awareness posters from this week. Public Health England will continue to consider other appropriate additional measures."
Canadian researchers have argued that screening on exit is the best way to stop Ebola-infected people boarding flights out of Africa. The team from St Michael's hospital in Toronto, Canada, said only 3 people a month with Ebola were likely to try and fly out of west Africa -- and that restricting air travel was harmful to the economies of the countries fighting the epidemic, while doing little to protect the west.

The Centers for Disease Control and Prevention [CDC] has announced a new program to monitor the health of anyone returning to the USA from Ebola-affected countries in West Africa. The program will begin Monday [27 Oct 2014], Thomas Frieden, director of CDC, said on Wednesday [22 Oct 2014]. Passengers will be monitored for 21 days, the incubation period for Ebola.
The program goes beyond the screening at airports that passengers arriving from Ebola-affected countries have been getting since [11 Oct 2014]. It will be done in the 6 states where 70 percent of travelers from Ebola-affected countries arrive: New York, Pennsylvania, Georgia, Maryland, Virginia and New Jersey, Frieden said." ...

Health minister Rona Ambrose says no more Canadian health workers will be going to West Africa to help in the fight against Ebola until "medical evacuation is guaranteed". She said the countries most affected by Ebola don't have the necessary equipment to deal with an influx of health care workers who could become infected with the virus. Canada has an agreement with a US charter, but other countries have similar arrangements with the same company. "It's one thing to have an arrangement, but if there was more than a few people sick, a number of countries would be in a very difficult position," Ambrose said on Monday [20 Oct 2014]...
Meanwhile, drills held on the weekend to ensure medical experts can quickly respond to a 1st Ebola case in Canada have been declared a success. On Sunday [19 Oct 2014] in Halifax, members of the Ebola rapid response team from Ottawa practised how they would help local and provincial health officials. A smaller drill in Ottawa on Friday [17 Oct 2014] looked at how quickly the team could get together with the proper gear and equipment in one of 4 designated aircraft. Gregory Taylor, the chief public health officer of Canada, announced on Monday that organizers were "delighted and said (the Halifax trial) went extremely well. We have other provinces put up their hands to say that we would like to try this as well," he said. As part of the response, vials of Canada's experimental Ebola vaccine go to the affected hospital as an added precaution. China working to prevent Ebola at home, providing aid to Africa

It remains to be seen how China's health care system and tightly scripted state media, will respond if and when the country registers an Ebola case within its borders. Last week [12-18 Oct 2014], a Nigerian man with Ebola symptoms was quarantined after flying to the Chinese city Ningbo, following a stopover in Taiwan. The man's temperature later returned to normal and authorities determined he was not carrying the disease. But that information was relayed to the public [not by Beijing but] by health officials in neighboring Taiwan, who said they had spoken to their counterparts in China.
China has not yet confirmed any cases of Ebola within its borders, but the country is taking steps to help fight the disease in West Africa, and prevent it from entering its borders. Beijing invested heavily in Africa over the last decade, and Chinese state media estimate there are more than 20 000 Chinese citizens living in the 3 countries worst hit by Ebola: Sierra Leone, Liberia and Guinea. State media also estimate that the country's southern Guangdong province is home to hundreds of thousands of Africans, with some 40 000 visitors arriving from Africa every month.
"With international travel and the high number of cases that there currently are in West Africa, and we've seen in the last few weeks the cases reported in the US and Spain, I wouldn't say it's a matter of time, but there is the need to remain vigilant," said Martin Taylor, who leads the World Health Organization's work in preventing Ebola from spreading to China.
He said China increased screening at all ports of entry and provided guidance for health care workers throughout the country on monitoring Ebola. China's Foreign Ministry spokesperson Hong Lei said Beijing has been in close communication with the US and African countries to fight Ebola, and China has sent medical experts to Africa and delivered emergency assistance in cash and food.

Am späten Donnerstagabend (Ortszeit) ist in New York der erste Patient mit Ebola diagnostiziert worden, wie Bürgermeister Bill de Blasio auf einer Pressekonferenz erklärte. Der Arzt Dr. Craig Spencer hatte für die Organisation "Ärzte ohne Grenzen" Betroffene in Westafrika behandelt. Am 14. Oktober war er von Guinea nach Brüssel und drei Tage später von dort aus zurück in die USA gereist. Seitdem hatte der 33-Jährige zweimal täglich seine Temperatur gemessen, um sicherzugehen, dass er sich nicht mit dem gefährlichen Virus angesteckt hat. Am Donnerstagmorgen bekam er Fieber und wurde sofort von seinem Apartment in Harlem, Manhattan, ins Bellevue Hospital gebracht. The Health Department has interviewed the patient and his close contacts to identify those at risk and to implement quarantine with active monitoring for fever and other symptoms for a 21 day period after their last exposure to the patient. Updates will be provided to the NYC healthcare community as more is learned.
Reporting suspect cases of EVD to the New York City (NYC) Health Department:
The Health Department reminds all healthcare providers in NYC hospitals and outpatient settings to rapidly identify, isolate, evaluate, and report potential EVD cases.
1. Collect a travel history in all patients presenting with fever OR with other signs or symptoms compatible with EVD (e.g., headache, myalgias, vomiting, diarrhea, abdominal pain, or unexplained hemorrhage). Asking about travel is particularly important in acute care
settings to rapidly recognize any communicable disease potentially associated with an overseas outbreak.
2. Immediately isolate patients who meet the following criteria:
a. Travel within 21 days of illness onset to Guinea, Sierra Leone or Liberia (For a current list of affected countries, see http://www.cdc.gov/vhf/ebola/hcp/case-definition.html)
AND
b. Subjective or measured fever OR compatible symptoms (headache, myalgia, vomiting, diarrhea, abdominal pain or unexplained bleeding)
3. Ask patients meeting the criteria above whether they had any of the following exposures when in the Ebola outbreak country:
a. Percutaneous, mucous membrane or direct skin contact with body fluids from a confirmed or suspected EVD patient without appropriate personal protective equipment.
b. Laboratory handling of body fluids from a confirmed or suspected EVD patient without appropriate personal protective equipment or biosafety precautions.
c. Participation in funeral rites which include direct exposure to human remains in the geographic area where outbreak is occurring without appropriate personal protective equipment.
d. Healthcare workers in facilities that have treated confirmed or suspected EVD patients, even if they used personal protective equipment.
e. Household member to confirmed or suspected EVD patient.
f. Any person who reports having been within approximately 3 feet of an EVD patient or brief physical contact with an EVD patient (e.g., shaking hands) when not wearing personal protective equipment.
4. Immediately call the Health Department's Provider Access Line at 1-866-692-3641 to report any patient who meets the reporting criteria outlined above (See #2). Be prepared to discuss clinical information, travel history, and above exposures so that decisions can be made on whether to test for Ebola virus and how to safely manage the patient (See algorithm at http://www.nyc.gov/html/doh/downloads/p ... orithm.pdf).
If the patient reports any exposures (from #3 above), the Health Department will facilitate Ebola virus testing and recommend admitting and isolating the patient using strict adherence to standard, droplet and contact precautions unless EVD is ruled out.
If the patient has no exposures (from #3) and no concerning clinical manifestations of EVD, the Health Department will recommend evaluation for other causes of illness first and close monitoring of the patient for several days. Patients with no known risk exposures who remain hospitalized should be kept in isolation using standard, droplet, and contact precautions until the Health Department determines that EVD is unlikely. If the patient does not need to be hospitalized, the Health Department will recommend voluntary isolation at home for at least 48 hours or until the Health Department determines that EVD is unlikely. During this time, the Health Department will monitor the patient's status daily.

Doctor in New York City Tests Positive for Ebola

A doctor in New York City who recently returned from treating Ebola patients in Guinea tested positive for the Ebola virus Thursday [23 Oct 2014], becoming the city's 1st diagnosed case. The doctor, was rushed to Bellevue Hospital Center on Thursday [23 Oct 2014] and placed in isolation while health care workers spread out across the city to trace anyone he might have come into contact with in recent days. A further test will be conducted by the federal Centers for Disease Control and Prevention to confirm the initial test.
While officials have said they expected isolated cases of the disease to arrive in New York eventually, and had been preparing for this moment for months, the 1st case highlighted the challenges surrounding containment of the virus, especially in a crowded metropolis. Even as the authorities worked to confirm that [Dr. S] was infected with Ebola, it emerged that he traveled from Manhattan to Brooklyn on the subway on Wednesday [22 Oct 2014] night, when he went to a bowling alley, and then took a taxi home.
The next morning, he reported having a temperature of 103 degrees [according to the NY Department of Health alert his temperature was 100.3 - Mod.MPP], raising questions about his health while he was out in public. People infected with Ebola cannot spread the disease until they begin to display symptoms, and it cannot be spread through the air. As people become sicker, the viral load in the body builds, and they become more and more contagious. [This patient's] travel history and the timing of the onset of his symptoms led health officials to dispatch disease detectives, who "immediately began to actively trace all of the patient's contacts to identify anyone who may be at potential risk," according to a statement released by the department. It was unclear if the city was trying to find people who might have come into contact with [him] on the subway. The Metropolitan Transportation Authority directed all questions to the health department, which did not immediately respond to requests for comment on the issue.
At [his] apartment in Harlem, his home was sealed off and workers distributed informational fliers about the disease. It was not clear if anyone was being quarantined. Health authorities declined to say how many people in total might have come into contact with [him] while he was symptomatic.
Mayor Bill de Blasio, speaking at a news conference Thursday [23 Oct 2014] evening before the diagnosis, said [Dr.S] has given health workers a detailed accounting of his activities over the last few days. "Our understanding is that very few people were in direct contact with him," Mr. de Blasio said.
Dr. S's fiancée has also been quarantined at Bellevue. Two other friends, who had contact with him on Tuesday [21 Oct 2014] and Wednesday [22 Oct 2014], have been told by the authorities that they too will be quarantined but whether they will isolate themselves in their homes or be relocated was still under discussion, according to a person briefed on the investigation. None of the 3 were showing signs of illness.
The driver of the taxi, arranged through the online service Uber, did not have direct contact with Dr. S and was not considered to be at risk, officials said. Speaking at the news conference, city officials said that while they were still investigating, they did not believe Dr. S was symptomatic while he traveled around the city on Wednesday [22 Oct 2014] and therefore had not posed a risk to the public. "He did not have a stage of disease that creates a risk of contagiousness on the subway," Dr. Mary Bassett, the city health commissioner, said. "We consider it extremely unlikely, the probability being close to nil, that there will be any problem related to his taking the subway system."
Still, out of an abundance of caution, officials said, the bowling alley in Williamsburg that he visited, the Gutter, was closed on Thursday [23 Oct 2014] night, and a scheduled concert there, part of the CMJ music festival, was canceled. Health workers were scheduled to visit the alley on Friday [24 Oct 2014]. At Dr. S's apartment building, his home was sealed off and workers distributed informational fliers about the disease.
Dr. S had been working with Doctors Without Borders in Guinea, treating Ebola patients, before returning to New York City on [14 Oct 2014] [note that the Department of Health Alert stated he returned to NY on 17 Oct 2014] according to a city official. He told the authorities that he did not believe the protective gear he wore while working with Ebola patients had been breached but had been monitoring his own health. Doctors Without Borders, in a statement, said it provides guidelines for its staff members on their return from Ebola assignments, but did not elaborate on those protocols. "The individual engaged in regular health monitoring and reported this development immediately," the group said in a statement.
Dr. S began to feel sluggish on Tuesday [21 Oct 2014] but did not develop a fever until Thursday [23 Oct 2014] morning, he told the authorities. At 11 a.m., the doctor found that he had a 103-degree temperature and alerted the staff of Doctors Without Borders, according to the official. The staff of Doctors Without Borders called the city's health department, which in turn called the Fire Department. Emergency medical workers, wearing full personal protective gear, rushed to Dr. Spencer's apartment, on West 147th Street. He was transported to Bellevue and arrived shortly after 1 p.m. He was placed in a special isolation unit and is being seen by the pre-designated medical critical care team. They are in personal protective equipment with undergarment air ventilation systems.
Bellevue Hospital has been designated the center for treatment of the Ebola virus in New York City. Bellevue doctors have prepared for an Ebola patient with numerous drills and tests using "test patients" as well as actual treatment of suspected cases that turned out to be false alarms.
A health care worker at the hospital said that Dr. S seemed very sick, and it was unclear to the medical staff why he had not gone to the hospital earlier, since his fever was high. Dr. S is a fellow of international emergency medicine at NewYork-Presbyterian Hospital/Columbia University Medical Center, and an instructor in clinical medicine at Columbia University. "He is a committed and responsible physician who always puts his patients 1st," the hospital said in a statement. "He has not been to work at our hospital and has not seen any patients at our hospital since his return from overseas."
Even before the diagnosis, the Centers for Disease Control dispatched a team of experts to assist in the case, before the test results were even known. More than 30 people have gone to city hospitals and raised suspicions of Ebola, but in all those cases, health workers were able to rule it out without a blood test.
While the city stepped up its laboratory capacity so it can get test results within 4 to 6 hours, because of the precautions that need to be taken when drawing blood and treating a person possibly sick with Ebola, it took until late in the evening to confirm the diagnosis. But doctors said that even before the results came in, it seemed likely that he was infected. Symptoms usually occur within 8 to 10 days of infection and Dr. S was home 9 days when he reported feeling ill.
Ebola is transmitted through bodily fluids and secretions, including blood, mucus, feces and vomit.
In the New York City region, hospitals and emergency workers have been preparing for the appearance of the virus for months.

The speakers, who included CDC Director Tom Frieden by telephone link from Atlanta, emphasized that he only developed fever after a 3-mile jog this morning, 23 Oct 2014. Nina Pham, the 1st nurse diagnosed with Ebola in the United States, walked out of the National Institutes of Health on Friday morning [24 Oct 2014] after doctors there declared her free of the Ebola virus. Pham, 26, had cared for an infected Ebola patient in Dallas [Texas]. She was treated at the Bethesda, Maryland, USA facility, which has a special unit for patients who need advanced isolation and extended stays. "She has no virus in her," said Anthony S Fauci, director of the National Institute of Allergy and Infectious Diseases, at a news conference. "She feels well." He said Pham "looks extraordinarily well." He described her as an "extraordinarily courageous and lovely person" and a "devoted nurse." ...
Pham later in the day met with President Obama at the White House. At his daily press briefing White House press secretary Josh Earnest said the president's decision to greet Pham was "an opportunity, 1st of all, to thank her for her service." Pham did not undergo any additional medical testing before greeting -- and hugging -- the president, Earnest said, noting that she had been shown to be free of the virus on 5 separate occasions before being released.
At the news conference in Bethesda, Pham said she is looking forward to returning to Texas and to a normal life with her dog, Bentley. Her King Charles spaniel was quarantined after Pham was diagnosed. He tested negative for Ebola but is still in his 21-day incubation period until the end of the month [October 2014], according to Texas officials.... -- more

[Evidence of infection of dogs with an ebolavirus in Africa was reported in ProMED-mail post Ebolavirus, animal reservoir (04): canine, control, comment 20141024.2895085. I do not know of any report of Ebola symptoms in dogs, and there are no reports of suspicious dog deaths in the 3 countries.
"To ultimately 'prove' that an animal is carrying a productive infection would be very difficult in a heavily contaminated environment. PCR, because of its sensitivity, could easily yield a false positive under these circumstances. So might virus isolation, unless proper procedures were strictly adhered to. Immunohistochemistry of target tissues might be considered, if specific reagents are available. Always, we need to be aware of the severe risks associated with detailed investigation of Ebola virus disease." It is interesting that as far as incubation period is concerned, authorities are treating the dog as a human -- without any experimental evidence to support that. It would be helpful if such evidence could be obtained. - Mod.JW]

South China's Guangdong Province has ruled out possible Ebola cases as 43 people suspected of infection tested negative for the deadly virus, local health authorities said on Tuesday [21 Oct 2014]. A total of 8672 people from Ebola-ridden areas entered the province since 23 Aug 2014, said Chen Yuansheng, director with the provincial health and family planning commission. China's largest trade fair, Canton Fair, opened its 116th session in Guangdong on Wednesday [22 Oct 2014], drawing a huge influx of foreign visitors. Authorities have tightened examination to avoid possible spread of the disease. So far, no Ebola cases have been reported in China.

Health chief outlines precautions for Ebola response troops

Fighting the West Africa Ebola epidemic is immediately and strategically important to the United States, and the Defense Department is taking every precaution to minimize risk to deployed troops, the assistant secretary of defense for health affairs said in a recent interview.
In a 17 Oct 2014 DoD News interview, Dr Jonathan Woodson spoke about the deadly outbreak and the importance to global health security of the US military's contribution in support of the whole-of-government effort being led by the US Agency for International Development. Woodson said it's important for service members, their families and the American public to understand why troops are being sent to West Africa.
Best defense is to stop Ebola's spread in West Africa

"It's important for the world community to respond to stop the spread of Ebola," the assistant secretary said. "As we've seen, it's reached our shore. It takes one person to get on a plane and [Ebola] is here, so our best defense ... is to stop the spread of that epidemic there."
In doing so, he added, troops working in West Africa must be protected. "The Military Health System has always been in the business of force health protection," Woodson said. "It goes all the way back to the colonial army, when we dealt with smallpox, and to Walter Reed's effort to find [the cause of] yellow fever." The effort to assure troops' safe deployment and return begins with predeployment training, during which they're educated about the West African environment and about what they need to do and what self-protection procedures they need to perform, gauged against their risk, the assistant secretary said. "We're going to train them in the use of personal protective equipment [and] vaccinate them against the known communicable diseases there, such as typhoid [and] yellow fever ... and give them medicines to protect them against malaria," he added.
The troops' mission

The troops' mission is to build Ebola treatment units, Woodson said, not to directly treat Ebola victims. "While they're in theater, we will be actively monitoring them every day," he said. "We'll be taking their temperature twice a day, their supervisors will be asking them about any exposure history, and we'll be able, in real time, to monitor any exposures that might happen and monitor for any symptoms." One could rightly worry about inadvertent contact or a situation spawned by an emergency, Woodson said, so troops will have personal protective equipment and will be trained in how to don it and take it off. "They will be supervised, and ... battle buddies will be watching out for these exposures," he added. "I think we can minimize any chance of exposure or risk with that strategy."

[Since the question of whether Ebola is an actual bioterror threat has been asked by some media (more than once), has anybody done the following experiment? Infected a 60 kg pig, fitted it with human clothing and a suicide vest, blown it up inside a bomb control tent containing a few pigskin-covered mannequins wearing human clothes (in a BL-4 chamber, of course) and after the explosion swabbed the mannequins exposed pigskin, their clothing, any bits and pieces and the inside of the tent, and tested them for RNA and live virus? Then we would have some evidence of whether the virus is incinerated by the explosion and the potential risk, rather than just speculation. (If a test has already been done, the results are probably classified). And of course, even if it is shown to be effective at contaminating surviving bystanders and their rescuers, it doesn't mean that it will ever happen. - Mod.JW]
