NAPLES – ITALY. FULL TEXT FROM SPEECH MADE AT THE PRESS CONFERENCE HELD IN NAPLES ON APRIL 8 BY REAR ADMIRAL RUSS HARDING OBE, DEPUTY COMMANDER OF OPERATION UNIFIED PROTECTOR.
“”The situation in the area is still very fluid, with tanks and other vehicles moving in different directions, making it very difficult to distinguish who may be operating them. In addition, until this time we had not seen the TNC operating tanks.””
Your second question was what we are doing to improve communications with the rebel forces. I have to be frank and say it is not for us, trying to protect civilians, of whatever persuasion to improve communications with these rebel forces. I can see what your point is of how do you avoid knocking out TNC tanks that we hadn’t previously seen in that respect. But I think I’m secure in that in saying it is not for us to improve the communications. What we have to do is we have to see very clearly where civilians or civilian population areas are being attacked and then make sure that we can either take action, or if we can’t take action it’s because we might have caused collateral damage in that respect. So that’s my answer to that question, I think. We need to make sure we have taken the right action, that we know where it is, and that we can protect civilians. And your first question on civilian casualties… I think the best answer to that in trying to be very precise, is to ask NATO HQ to come back up with an answer to that and follow up that, because there is the danger that any answer I give now could be out of date by the time I give it in that respect. So what I’d like to do is hand over it back to NATO, to say that is something we’ll get back to you…on that. Thank you.

“”This is a very unfortunate incident. I strongly regret the loss of life. The situation on the ground is very fluid. We have seen in the past that tanks have been used by the Gaddafi regime to attack civilians. We are conducting operations in Libya in accordance with the UN Security Council Resolution with the aim to protect civilians. This is also the reason why our aircrafts target military equipment that could be used to attack civilians, but I can assure you that we do our utmost to avoid civilian casualties.””
