Following the killing of three soldiers of Uganda Peoples Defence Forces in Karamoja last week by the suspected Kenyan Pokot warriors, Uganda troops have raided Kenya. Suspected Kenyan Pokot ambushed a vehicle belonging to Uganda Bureau of Statistics (UBOS) and injured one official, killing the three soldiers on Nakapiripirit - Namalu road in Karamoja during the scuffle. The armed Pokot allegedly killed the Ugandan soldiers as the warriors were driving raided cattle to Kenya ...

This joint publication by the Feinstein International Center and Save the Children in Uganda examines the perspectives and experiences of communities in the southern Karamoja region of Uganda regarding natural resources and conflict. The study set out to better understand local views on this topic in response to the assumption in policy circles that resource scarcity or competition drives the conflict in this pastoral and agro-pastoral area. We found that while sites of natural resource exploitation are often insecure, respondents in the study population did not attribute this to direct conflict over the resources themselves. Rather, violence is common in these locations because opposing groups are most likely to come into contact with each other at these sites. On the flip side, respondents stressed that peace allows for better sharing of resources and better management of resource scarcity in times of stress or hardship ... mehr

Three suspected Pokot warriors were shot dead in Moroto district on Friday in a joint operation by the UPDF and the Police. The rest of the warriors escaped with all the stolen animals during the 20-minute fire exchange. The Karamoja regional Police spokesperson, George Obia, said on Sunday that Charles Wambi, a Police officer, was injured during the battle. The story that appeared in the media recently that showed Kenya warriors handing over guns to Ugandan officials provides an insight into the stories for which the Uganda Peoples Defense Forces (UPDF) is being damned for their role in the Karamoja disarmaments process. In the story, three guns and cattle were which had been stolen from Uganda were handed back to the Ugandan authorities, who will in turn hand over the animals to their respective owners ...

The army and the Police have began implementing a new phase of the disarmament programme as the security situation in Karamoja remains volatile with more ambushes and cattle raids. The UN office for the Coordination of Humanitarian Affairs (OCHA) last week issued a report saying aggressive activities by illegally armed Karimojong were persisting [...] The report stated that humanitarian workers were among those targeted in the ambushes and that the UN is limiting the travel hours for its vehicles along the Abim - Kotido road [...] The disbandment exercise, the army said, had been launched in Moroto, Nakapiripirit, and Napak districts and would be rolled out to other districts ...

Suddenly, the Uganda Peoples Defence Forces find themselves at the centre of controversy. The force is being accused of playing a lead role in perpetrating gross human rights abuses including murder and extortion. The theatre this time is not in northern Uganda where the army spend decades fighting insurgency nor is it in the wilderness of Congo, Central African Republic, or Southern Sudan in pursuit of Joseph Kony and his rebels. The stage has shifted to Karamoja — the land of warrior nomads, the Karimojong, where in the 1990s, the army started a disarmament campaign. The Karimojong had been terrorising the region, neighbouring districts and even crossing into Kenya and Sudan, on deadly cattle raids ...

The Karamoja region in north-eastern Uganda is plagued by lawlessness, disease and conflicts between armed tribes which routinely carry out raids on their rivals’ cattle herds. White Fathers missionary Fr Zacharie Sorgho from Burkina Faso wanted to leave as soon as possible when he was posted to a mission station in Moroto, one of Karamoja’s five districts, during his novitiate. He said: “At first I felt insecure… I was scared, but I was also anxious to know them, their way of life, their traditions and customs.” But after his ordination he was sent back to work in the isolated region in the grip of semi-nomadic tribes, the Karamojong. Night-time attacks by groups of 50 to 60 tribal warriors armed with AK-47s, who seized the cattle of neighbouring tribes, were frequent occurrences in the area ...

To many Ugandans, Karamoja is synonymous with cattle rustling and poverty. At one time it was rumoured that when seeds were given to Karimojong to engage in agriculture, they instead first roasted them before they could plant them. All this was allegedly meant to discourage authorities that were interested in introducing agriculture to the region. Instead many Karimojong prefer looking after their animals. But behold: As Joseph Miti writes, the region has another potential. A number of mineral deposits are said to exist and its a matter of time that they will be exploit to the benefit of the poverty stricken region ...

CATTLE raids in Karamoja region increased in the last two months, according to a report by the office of the United Nations Coordinator of Humanitarian Affairs (UNOCHA) in Uganda. Napak and Moroto districts accounted for three quarters of all 20 incidents documented by the UN Department of Safety and Security [...] UNOCHA reported that road ambushes also persisted in the last two months, particularly affecting Abim, Kotido and Nakapiripirit districts.
