TERRORISM: ALGERIA, RISK OF ARMS ARRIVING FROM DARFUR

ALGIERS - Border controls in sub-Saharan Africa are practically inexistent, and it is impossible to stop arms trafficking between countries in the region, especially to Algeria. The charge is made in a report presented to army commanders from the countries in the Sahel region and reported in today's edition of Algerian paper El Khabar, which cites reliable sources. The newspaper underlines Algeriàs concerns over a possible arrival of weapons from Darfur intented for armed groups linked with Al Qaeda for the Islamic Maghreb. "Algeria has called on the countries of the Sahel region to reinforce controls over arms trafficking in the region over fears about the arrival of sophisticated weapons from Darfur, which will end up via Chad and Niger in the hands of terrorists", writes the paper. Algerian security forces also reveal in the report that border guards at the southern border of Algeria are involved in trafficking, accusing them of helping fighters from the north African wing of Al Qaeda between 2002 and 2005.

Es wird ausdrücklich darauf hingewiesen, dass das Risiko, Opfer einer Entführung zu werden, auch im Rest des Landes hoch ist. Zuletzt scheiterte im November 2009 die Entführung von vier westlichen Ausländern in der Stadt Tahoua.

Man kann da Theoretisieren wie man will, es kommt immer anders. Im Jänner 2003 fuhr ich über Adrarbous in den Niger, obwohl vor aggressiven Schmugglern und Drogenkuriere gewarnt wurde. In Agadez angekommen, trafen wir wieder einmal die Italienerin Juliana aus Turin. Es war schnell beschlossen – die Weiterreise Richtung Tschad machen wir gemeinsam. Mitten in Agadez, umringt von Kindern, Mütter mit Kindern auf den Armen, tauchten plötzlich zwei Typen auf, das Gesicht vermummt, und verlangten von der Juliana den Schlüssel zu ihrem Toyota. Sie war standhaft. Daraufhin schossen sie mit einem Revolver ihr am Kopf vorbei und vor die Füsse. Der eine hielt sie von Hinten, der andere riss ihr den Schlüsselbund aus der Hand, rein in den Toyota und weg. Ich und meine Frau standen sprachlos in ca. 10 Meter Entfernung. Es ging alles so schnell, man stand wie Hypnotisiert da. Der Toyota war gefüllt mit ca. 300 Liter Diesel, Essen und Trinken für ca. 2 bis 3 Wochen, dem üblichen Bargeld für eine solche Reise. Sie stand da mit rund 100 Dollar und ihrem Reisepass in der Brusttasche ihres Anoraks. Die Polizei verfolgte die Spuren in ihren alten Toyotas mit rund 20 Liter Diesel in den Tanks!!
Auf dem Flughafen standen keine Helikopter, auch keine Militärhelikopter, wie vor 20 bis 30 Jahren. Der Justizpalast geschlossen, die Fenster mit Brettern zugenagelt. Für den Polizeirapport mussten wir das Papier zur Verfügung stellen. Die Telefonleitungen funktionierten vorübergehend nicht. Ob der Toyota nun den Schmugglern oder Drogenkurieren dient, ist in der Sache nebensächlich. Die Juliana hat ihren Toyota nie mehr gesehen. Man muss bedenken, dass die Wahrscheinlichkeit derzeit sicher sehr gross ist, dass es einem überall erwischen kann. Hans
