Sudan and South Sudan have accused each other of opening up a new front along their disputed border, raising fears of all-out war. The clashes broke out north of Aweil in South Sudan, about 100 miles (160km) west of the Heglig oil field, scene of most recent fighting. Seven South Sudanese soldiers and 15 Sudanese were killed, South Sudan's army spokesman told the BBC.

Die Kämpfe an der Grenze zwischen dem Sudan und dem Südsudan haben sich weiter ausgedehnt. Bei einem Feuergefecht zwischen den Truppen der beiden Länder kamen nach Angaben eines südsudanesischen Regierungssprechers insgesamt 22 Soldaten ums Leben [...] Die Kämpfe nahe der Stadt Meiram nährten die Sorge, dass der bewaffnete Konflikt zwischen den beiden Ländern auf weitere Regionen übergreifen könnte. Südsudan zieht sich aus Heglig zurück

South Sudan's President Salva Kiir has ordered the withdrawal of his troops from the Heglig oil field across the border in Sudan. South Sudanese forces captured the oil field last week, accusing Khartoum of using it as a base to launch attacks. UN chief Ban Ki-moon has described the occupation as illegal and also called on Sudan to stop bombing the South.

Satellite pictures of the disputed border area occupied by South Sudan for 10 days suggest key oil installations have been badly damaged. The pictures appear to show significant parts of the Heglig oilfield in Sudan are no longer operating. They were analysed by the US-funded Satellite Sentinel Project (SSP), which says it is impossible to know who was responsible for the damage. Sudan and South Sudan have accused each other of attacking oil facilities.

KHARTOUM - The weekend ransacking of a church compound in Khartoum illustrates the increasing hostility faced by some of the hundreds of thousands of residents of the Sudanese capital whose origins lie in what is now the independent state of South Sudan.

Seven years after southern rebels and Khartoum signed a deal to end decades of civil war and nine months after the country split in two, recent borderland clashes have given rise to fears of a return to all-out conflict.

On 21 April, a 300-strong mob attacked a Presbyterian church compound in Khartoum's Al-Jiraif District, torching parts of the premises, witnesses told IRIN.

As well as a church, the compound included a home for the elderly, a medical clinic, a bible school and priests' living quarters. Most of the church's congregation is made up of southerners.

"They burned the bible and looted possessions and money," said the church's Father John Taw, adding that the attackers included women and children.

"During Friday prayers, the imam of the next door mosque, who is known for his extremism, incited people to destroy the church, saying the land it was on belonged to Muslims," he said.

The priest said he believed the imam's words were linked to a government deadline that all southerners in Sudan - who number some 500,000 - should register as foreigners or head back to South Sudan.

The priest added that hostile rhetoric had escalated two weeks earlier, as Sudan and South Sudan's armies began to fight over the disputed borderland Heglig oilfields. [ http://www.irinnews.org/report.aspx?reportID=95285 ]

"The mosques were inflaming people against southerners and Christians over the last two weeks," said Taw.

"A huge group of men and women marched towards the church and burned the area around it," said a church guard, who gave his name only as Yahia.

"I heard people shouting `Allah akbar!' [God is great] and `No churches after today'." Yahia said police were present but did not intervene. "They were not acting. They didn't prevent people from destroying the church."

"The group burned, destroyed, and looted everything in the churches and the Bible school including books, air conditioners, computers, photocopy machines, refrigerators and many other things. They even took the students' things like books, bags, and clothes, and they burned them, as the students were not there," he said.

The day after the attack, church members and activists tried to mount a clean-up operation but police prevented them entering the compound.

Civil society movements, including Girifna and Sharara, condemned the incident, linking it to the government's anti South-Sudan statements amid the Heglig crisis.

On 18 April President Omar al-Bashir vowed to "liberate" South Sudan from its government, labelling it an "insect" regime.

"Very worrying direction"

"The incident demonstrates a very worrying direction towards further intolerance in the country due to the hateful, marginalizing propaganda led by the NCP [the ruling National Congress Party]," the Sudan Change Now movement said in a "public apology" issued on 21 April.

"These types of hateful acts of violence and racist crimes are unacceptable, unethical and unconstitutional. We, the people of Sudan, are of various ethnicities, faiths and races; and we stand together against such crimes and say these crimes are Not in Our Name," the statement said.

William, 23, who only gave one name, is one of many southerners who have been living in a makeshift camp around Shajara train station.

"Whenever any fighting erupts over the borders, I just stay here," he told IRIN.

"For instance, I didn't go out of this camp for a week. Last time I went out, I was verbally and racially harassed. People used to shout at me at the street: `Why are you still here, Southerner?'"

William said some of his friends had been beaten up and attacked by people calling southerners "enemies" who want to take over Sudan.

"My biggest problem now is that I'm no longer legal. I can be robbed, beaten up or even killed and no one would care or even recognize me," William said.

In a recent lecture in Juba, veteran Sudan analyst John Ashworth explained that the issue of "identity" was the primary cause of the civil wars that have ravaged Sudan for most of its post-independence history.

Sudan used to be "a multi-cultural, multi-religious, multi-lingual, multi-ethnic country - multi-everything, in fact," he said.

"But over a long period one identity grouping, which happened to be `Arab' and Islamic, dominated. It defined itself as the Sudanese identity, and at various times oppressed, assimilated, disenfranchized, marginalized and tried to destroy other identities."

Registration process lacks clarity

Although Khartoum has extended by a month - until 8 May - the registration deadline for southerners, the process lacks clarity in the absence of an effective public information campaign.

"The government has not made clear where this registration will take place," the Enough Project [ http://www.enoughproject.org/ ] said in an 18 April statement.

"While details surrounding the registration process remain opaque, without any identification documents, it will likely not be possible for southerners who wish to remain in Sudan to register," it added.

On 7 April, a dozen South Sudanese government officials arrived in Khartoum to start issuing emergency travel documents, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA). South Sudan's embassy in Khartoum also plans to issue national certificates and passports, OCHA said.

Aside from the issue of paperwork, moving southerners to South Sudan is a huge challenge because of their vast numbers, the lack of sufficient transportation, borderland conflict and weak capacity in South Sudan to move the returnees to their homelands and provide them with basic services. In March, Khartoum and Juba drafted a deal that would grant extensive freedoms - including residency and work permits - to each other's citizens, but the intervening escalation of conflict has put this arrangement on hold.

Im Grenzgebiet zwischen dem Südsudan und Sudan dauern die Kämpfe um die umstrittenen Gebiete und Erdölanlagen an. Der sudanesische Präsident Omar al Baschir drohte bei einem Besuch in der ölreichen Stadt Heglig gar mit dem Sturz der Regierung in dem 2011 unabhängig gewordenen Südsudan. Die militärischen Aktionen würden solange fortgesetzt, bis alle mit Südsudan verbündeten Kräfte aus dem Norden vertrieben seien. Verhandlungen lehnte er ab.

South Sudan's President Salva Kiir says Sudan has "declared war" on his country, following weeks of fighting along their common border. Mr Kiir was speaking in China, which is a major buyer of oil from both countries, but has long been an ally of Sudan's President Omar al-Bashir. Meanwhile, Sudanese warplanes conducted multiple bombing raids against Southern border regions in the early morning. The raids followed a fatal bombing near the border town of Bentiu on Monday.

In the aftermath of falling of Panthou (mistakenly called Heglig) in the hands of South Sudan’s army, the entire world rushed to condemn South Sudan. This unanimity in categorizing “illegal action” by South Sudan was foolishly led by the so the called “United Nations”. The UN Chief, Ban K-Moon, rushed in demanding “immediate and unconditional” withdrawal of the South’s Sudan’s People Liberation Army (SPLA). Strangely, in so doing, he ordered the head of State, President Salva Kiir (Republic of South Sudan), to heed to his call.

In einem Brief an die Vereinten Nationen sagte sie das Ende der Feindseligkeiten zu und erklärte, alle Polizisten aus der zwischen beiden Staaten umstrittenen ölreichen Region Abyei abzuziehen. Sudan has reportedly declared a state of emergency along its border with South Sudan after weeks of clashes [...] The state of emergency "gives the right to the president and anyone with his mandate" to establish special courts, in consultation with the chief justice, according to Suna. There were fresh skirmishes between the two countries' forces on Sunday, reports the BBC's Andrew Harding from the Sudan-South Sudan border.

Thousands of South Sudanese stranded for months in a camp in Sudan are to be airlifted home, an aid group says. At least 12,000 refugees were stuck in the river town of Kosti, in White Nile State, when boat traffic south was cut because of cross-border violence. They will now be taken by bus to Khartoum and then flown to Juba, South Sudan's capital, the International Organisation for Migration said. The IOM says Sudan has dropped a demand that they leave by 20 May.

South Sudan has accused Sudan of bombing within its territory, in violation of a UN Security Council resolution to end hostilities. Juba's information minister told the BBC several areas had been targeted in air raids in the last 48 hours. But Khartoum said it had the right to respond to acts of aggression [...] According to Reuters news agency, Sudan used using MiG jet fighters, Antonov bombers and ground shelling in its attacks.

The first planeload of refugees stranded for months in a camp in Sudan has arrived in South Sudan. The 164 people have arrived in Juba after flying from Khartoum, where they had been taken by bus from their camp. They are among up to 500,000 southerners who lost their Sudanese nationality when South Sudan gained independence last year [...] Those who have flown home are part of a group of some 15,000 southerners stranded in Kosti, White Nile state. They were initially told they must leave Sudan by 5 May, before the deadline was extended until 20 May.

African Union mediator Thabo Mbeki has said Sudan's President Omar al-Bashir is committed to security agreements with the South. The former South African president has been in Khartoum to attempt to restart negotiations between Sudan and South Sudan. He told reporters that President Bashir "confirmed that he believes the two nations... are in need of peace". Mr Mbeki is expected to travel to South Sudan next to speak to leaders in Juba.

Sudan has freed four foreigners detained last month near the border with South Sudan, officials say. Former South African President Thabo Mbeki, who mediated between the two states, thanked Sudan for the release. The four - from the UK, Norway, South Africa and South Sudan - were held in the disputed area, scene of recent clashes between Sudan and South Sudan. Sudan had said the men were suspected of aiding South Sudan - a charge rejected by the South [...] The foreigners - whose names have not been released - were detained on 28 April. Reports say they are de-mining specialists and were collecting war debris in the Heglig oilfield.

Zum wiederholten Male haben Sudan und Südsudan ihre Gespräche vorerst abgebrochen. Wie beide Seiten bestätigten, konnte keine Annäherung erzielt werden [...] Knackpunkt ist [...] der militärische Status Quo in der Grenzregion Abyei sowie ein Verteilungsschlüssel für die Öleinnahmen. Die nächste Verhandlungsrunde ist für den 5. Juli in Addis Abbeba angesetzt, bis zum 2. August haben beide Staaten Zeit, die von der Afrikanischen Union geforderte Übereinkunft zu erzielen.
