Tuareg crisis northern Mali: Algeria proposes a three stages peace plan

Mediation meeting between Malian Government and Tuareg armed opposition scheduled yesterday has been postponed for to day.
Algeria’s Ambassador to Mali, Abdelkrim Ghrib, the initiator of the meeting, has elaborated a plan of three stages to be proposed on the dispute parties, targeting at imposing a respect to Algiers Peace Agreement signed in 2006.
In turn, Mali’s Minister of Interior Affairs, Kafougouna Koné, mentioned that the postponement of the meeting, in northern Mali, is due to setting the meeting date and to some logistic matters. To recall, the key element in the crisis northern Mali, namely Brahim Bahanga, the leader of Tuareg rebels, is not going to partake in these peace talks.
However, the Malian Government targets making a split between the hard-line wing in the Tuareg Coalition for Change led by Bahanga and the moderate wing, which participates today in the meeting.
Algeria’s Ambassador to Mali finds difficulties in terms of making the dispute parties committing with their engagements made in the Peace Agreement, including stopping incursion of Malian troops in Tuareg inhabited territories, improving life conditions there by engaging development projects, and making an end to provocations of the Army deployed in those territories, then handing over the arms of the opposition.
Yet, El Khabar sources assumed that Bahanga and hard-ling wing in general, are, completely, to withdraw from the current peace talks. It is worth to mention that Bahanga has told Ghrib during a previous peace talk round that he considers Malian officials as “slaves, while we, inhabitants of the north, are masters of the country.”

Touareg rebels leader Bahanga to El Khabar:
“I respect Algiers Peace Agreement, yet I decided pursuing war”

Leader of Tuareg Coalition for Change, Ibrahim Bahanga, said yesterday that he is still complying more than any other party by Algiers Peace Agreement sealed in 2006, with Malian Government.

Bahanga told El Khabar in a phone call: “we are more concerned by this agreement than any other party.” The leader of Tuareg rebels has not announced any claim to resume dialogue. “The first option for now is war.”
To recall, Bahanga has not taken part for the first time in dialogue rounds initiated by Algeria, since 2006. Therefore, it is likely that Algeria’s Ambassador to Mali, Mr. Abdelkrim Ghreib, has cut contacts with him and his fellows, who renounced to Peace Agreement reached in Algiers, in 2006.

in diesem Zusammenhang und mit einem Auge auf den erneuten Entführungsfall sei mir die Frage gestattet: Wer hat eigentlich Interesse, diese Gegend zu destabilisieren? Die Tuareg? ATT? Al Kaida? Die Amis? Die Uranausbeuter? Die Liste könnte noch länger sein!
Ich weiss es auch nicht, einmal mehr ist klar, dass wir NIE die Wahrheit zu hören oder zu lesen kriegen.

hier gibt es - anders als bei den meisten Entführungen - durchaus mal die Möglichkeit einem Teil der Wahrheit nahezukommen. Tatsächlich hat sich niemand zum Ziel gesetzt, diese Gegend nachhaltig zu destabilisieren. Unruhe, Unsicherheit, ja Krieg, sind nichts als die von den etlichen konkurrierenden Gruppen akzeptierten Zwischenstationen zum endgültigen Ziel. Vom Chaos profitieren dabei - wie eigentlich überall - temporäre Trittbrettfahrer, die in dem Moment unter die Räder kommen werden, da die Machtverhältnisse geklärt erscheinen. Entführungen sind also auch immer Indikatoren der wirklichen Machverhältnisse vor Ort. Man erkennt dies gerade an den erbitterten Dementis der Regierungen, wenn es heißt, der Vorgang habe auf ihrem Gebiet stattgefunden/begonnen.

Das entscheidende Ziel militärischer Aktionen ist aber die Neuordnung der Landkarte in Räumen, die von den jeweiligen Zentralregierungen nicht wirklich kontrolliert werden können. Das reicht von der scheinbar gemäßigten Forderung nach weitgehender Autonomie, bis zur Unabhängigkeit eines neu zu bildenden Staates. So werden Träume längst vergangener vorkolonialer Zeiten wach, die heute mit modernen Mitteln (Waffen und Medien sind vorhanden) realisierbarer erscheinen, als vor wenigen Jahrzehnten - als die Welt noch von zwei gewaltigen Blöcken und einer machtlos taumelnden Dritten Welt geprägt war. Heute segeln diese Bestrebungen im Strom der weltweiten Turbulenzen, die bei der aktuellen Neuordung der Einflußzonen, der verschobenen Machtzentren, augenblicklich überall sichtbar sind. Globalpolitik mit Lokalkolorit sozusagen und dies schließt - siehe besonders Ghaddafi und seine konfliktuelle Situation zu Algier - weit entfernte Regierungen ein.

Der Reisende schwimmt da (interessantes Bild für eine Wüstenregion ) - inconsciemment - als schillerndes Goldfischchen im Raubfischteich!

Nord Mali : des combats opposent l’armée régulière aux rebelles touareg

Nouakchott, Mauritnie(ANI) - Dans un communiqué dont copie est parvenue à l’ANI, l’Alliance Touareg Nord Mali pour le Changement (ATNMC) revient sur la brève offensive de l’armée malienne sur Bouressa où des combat violents ont opposé celle-ci à plusieurs unités du mouvement touareg l’après-midi du 22 janvier dans les environs de Toximen (près de Boussera) et se sont poursuivis jusque tard dans la nuit.

Le communiqué précise que « dans la matinée du 23 janvier, les unités mobiles du Mouvement ont repoussé les forces maliennes aux extrémités du territoire de Bouressa » et que « le bilan provisoire enregistré du 22 au 23 janvier, est du côté touareg, de 6 touaregs enlevés près d’un chekpoint ; le Mouvement ne déplore aucun mort dans ses rangs. Du coté de l’armée, on compte 26 morts et plus de 32 blessés parmi les militaires et les miliciens. Dans la soirée du 23 janvier, des échanges des tirs à l’arme lourde et des tirs de missiles se font toujours entendre entre le Mouvement et l’armée malienne à 50 km de Bouressa. »
